1. Purpose and Scope

This Certification Regulation establishes the rules, responsibilities, and procedures governing the certification services provided by Cybenetics. It applies to all applicants and certificate holders seeking or maintaining certification for computer Power Supply Units (PSUs) and cooling fans under Cybenetics’ performance certification programs, including ETA, LAMBDA, PHI, and optional EMI screening.

2. Certification Programs Overview

Cybenetics offers the following performance certification programs:

  • ETA – Power efficiency certification, across 115V and 230V input voltages.
  • LAMBDA – Acoustic noise level evaluation in controlled anechoic environments.
  • PHI – Cooling performance of fans, emphasizing airflow and static pressure under realistic conditions.
  • EMI – Basic pre-compliance screening for electromagnetic interference and compatibility (optional, informative).

Each program has defined classes and technical thresholds. Certification is issued only when full compliance with the applicable criteria is demonstrated.

3. Eligibility and Application

Applicants must be:

  • Original equipment manufacturers (OEMs)
  • Brand owners or licensees
  • Authorized agents


Applications must include:

  • Completed application form
  • Technical datasheets and component specs
  • Declaration of conformity
  • Product labels and marketing material
  • Two production-grade units per model (minimum)

Incomplete or falsified applications will be rejected.

4. Evaluation and Testing

All evaluations are conducted in Cybenetics-approved facilities or laboratories that conform with internal quality protocols.

Tests include:

  • Efficiency testing under load (ETA)
  • Acoustic testing in anechoic chambers (LAMBDA)
  • Fan performance (PHI)
  • EMI emissions 

All procedures follow standardized internal methodologies published by Cybenetics. Products may be disqualified if results are inconsistent or manipulated.

5. Certification Decision

Certification decisions are made by authorized personnel after reviewing:

  • Technical test reports
  • Conformity of documentation
  • Visual and physical examination results


Successful applicants receive:

  • A Cybenetics certificate 
  • Listing on the Cybenetics online registry
  • Permission to use the respective certification mark(s)

6. Validity and Renewal

  • Certification is valid, unless:
  • Product design changes
  • Regulatory or program standards change

Compliance issues arise

Renewal requires submission of updated documentation and may require re-testing.

7. Use of Certification Marks

Certificate holders may use certification marks only as follows:

  • On product packaging or labels of certified units
  • In marketing and advertising, clearly indicating certified models
  • In accordance with the latest Cybenetics Mark Usage Guidelines


Prohibited uses:

  • Applying marks to non-certified variants
  • Misrepresenting certification scope
  • Using expired or revoked certifications
  • Violations may result in suspension or legal action.

8. Complaints and Appeals

Applicants or stakeholders may file:

  • Complaints – regarding services, personnel, or decisions
  • Appeals – to challenge adverse certification decisions


All submissions must be in writing and are handled as follows:

  • Acknowledgement within 5 working days
  • Investigation within 30 calendar days
  • Appeals reviewed by an impartial internal committee

9. Confidentiality and Data Protection

Cybenetics maintains strict confidentiality for all non-public documents, data, and communication. Exceptions include:

  • Published certification listings
  • Summary reports for partners or consumers
  • Legal or regulatory obligations

All data handling complies with applicable data protection laws and internal privacy policy.

10. Changes to Certification Regulations

Cybenetics may revise this Regulation to reflect:

  • Updates to international standards (e.g., ISO, IEC)
  • Internal program improvements
  • Legal or accreditation changes

Revised versions take effect 30 days after publication. Certificate holders will be notified directly.

11. Governing Law and Jurisdiction

This Regulation is governed by the laws of the jurisdiction in which Cybenetics is headquartered. In case of disputes:

  • Parties agree to attempt mediation first
  • If unresolved, arbitration or legal recourse is pursued under local laws
